When I double clicked IE icon on my XP desktop, a black screen just flashed mometarily. IE is not working.?ds browser

This hasn't happened to me before but try pressing ctrl + alt + delete together. A box will come up the click on the tab with processes on it... then search for 'explorer.exe'. When thats highlighted press the 'end process' button and then OK/yes if a pop-up comes up. Then just try opening IE again... should work :).

If that doesn't try restarting your computer...

And if THAT doesn't work either try scanning your computer with anti-virus software... we once had a virus that stopped us from accessing firefox. Good luck :D
